This study investigates German and Soviet naval activities in the interwar period and is intended to illuminate Soviet and German naval intentions and interface vis-à-vis their defense policies and political systems. In particular, Stalin's ambitions for naval power and his strategy for building Soviet military power and his evaluation of Hitler and German policies during the period 1933-1941 can be appreciated from a new perspective. The analysis presented here represents a bridge between the disciplines.
