The essay critically assesses administrative reform in Ukraine setting up the following objectives: to examine administrative reform’s results and identify problems emerged during the reform’s implementation process. Methods of data collection applied are: (a) document analysis (legislative and official documents, experts’ surveys results, reports and publications), (b) quantitative analysis (figures calculation, statistical data analysis), (c) observations (references to the essay author’s experience gained while working for the Government since 1992 as a departmental head in regional state administration and studying at the National Academy of Public Administration under the President of Ukraine).

Deregulation of economic activity
Corruption
Inefficient system of personnel recruitment and low civil service’s prestige
Improper distribution of power and contradictions between local state administrations and local self-governments

Spontaneous increase of the executive bodies’ number and personnel
