Far from prying eyes, the government keeps there in "deep storage" former intelligence employees whose psychiatric state makes them a national risk. One of these patients, former Consular Operations agent Hal Amber, is deemed so dangerous that he is kept in complete isolation, heavily medicated, and closely watched.
