Under the terms of the Washington and London Treaties standard displacement was restricted to 35,000 tons (i.e. fully equipped for sea but lacking fuel and feed water), and gun-calibre to 16 inches. But a year later, in 1935, a third naval conference was convened, and as a result a new limit on gun-calibre, 14 inches, was agreed upon.
