VUPP-88. Departmental Instructions on fire-fighting design of plants, buildings and structures of oil refinery and petrochemical industry

Present Departmental instructions are not newly developed normative documents. The content of the Departmental instructions is identical to the content of “Fire-fighting norms for design of oil refinery and petrochemical industry plants, buildings and structures” (VNTP-28-79), which are approved by the order № 726 dated August 17, 1979, of Minneftechimprom of the USSR and are coordinated by GUPO of MIA (Ministry of Internal Affairs) of the USSR by letter № 7/6-3191 dated August 17, 1978. The text of Departmental instructions differs only with the additions and revisions, which were introduced into the specified norms by coordination with GUPO of MIA of USSR before December 1, 1988. Thus, actually only the title of the normative document has been changed. Upon publication of Departmental instructions the “Fire-fighting norms for design of oil refinery and petrochemical industry plants, buildings and structures” becomes invalid according to order №235 dated 14.03.86, of Minneftechimprom of the USSR. The Departmental instructions except appendix 1 and 2 are not effective for the plants of rubber and asbestos-technical industry.
Present instructions are developed as more detailed description of Constructionnorms and regulations (SNiP) chapters and contain the fire-fighting requirementsfor the oil refinery and petrochemical plants’ buildings and structures being designed and reconstructed. When developing reconstruction and expansion projects the present instructions are effective only to the part being reconstructed or expanded. The partial deviation from present instructions is allowed by the Head design organization of Ministry of oil refinery and petrochemical industry of the USSR under the condition of coordinating it with the management of the plant at which such deviation is supposed to be: with UPO, OPO of IA() and IA(), regionprovince city executive committees and MIA of the Republic. The Management of Minneftechimprom of the USSR and GUPO of MIA of the USSR examines disagreements, which arise at the solution of question of deviation from instructions.
When designing production plants on the territory of oil refineries and petrochemical plants which are being regulated by other branch norms the
distances from them to all plant facilities are taken according to these instructions if large distances are not required for these production plants according to other norms.
